After the fall of the Pahlavi regime, the Islamic Republic preserved the terrorist organization SAVAK and other security institutions during the Pahlavi dictatorship. Tehran benefited from these anti-human organizations' deep and extensive experiences to continue its survival.

They put the plan of sending students, businessmen, or political activists to Western countries on their agenda so that they can directly impact the policies of these countries and their public opinion.

Another task of these people was to infiltrate groups and parties opposing the Islamic Republic and lead them astray. This plan has been remarkably successful.
