The “Yek-Kalameh” Lawyers’ Network announced that it has filed an official complaint with the Office of the Prosecutor of the International Criminal Court (ICC) in The Hague.

Citing Article 15 of the Rome Statute and submitting a collection of compiled data, evidence, and documentation, the network has called for the initiation of judicial proceedings into the “crimes committed by government agents during the bloody crackdown on the January 2026 protests in Iran.”

The complaint emphasizes that, pursuant to Article 7 of the Rome Statute, the conduct of state forces in suppressing the protests meets the legal definition of “crimes against humanity.”

According to the Yek-Kalameh Lawyers’ Network, Iran has witnessed “a widespread, systematic, and nationwide pattern of armed repression against the civilian population, unprecedented in the history of political repression in the country.”

The organization states that during the crackdown, numerous documented reports were recorded of “attacks on civilian sites, including hospitals, as well as the military misuse of ambulances and emergency vehicles.

” These pieces of evidence also include instances of “killing wounded individuals and abducting patients,” which, according to Yek-Kalameh, demonstrate a level of violence and organization that exceeds the threshold required to constitute crimes against humanity.

The Yek-Kalameh Lawyers’ Network added that some of the materials submitted to the ICC have not yet been made public or reported by the media.

The Prosecutor has been requested to initiate a preliminary examination under the powers granted by Article 15 of the Rome Statute. The purpose of this action, the network said, is the prosecution and trial of those who ordered and carried out the crackdown.

In conclusion, the complaint calls on the Prosecutor of the International Criminal Court to identify the principal perpetrators of these crimes and to place the issuance of international arrest warrants against them on the agenda.
