Women have been affected by internet restrictions more than other groups

Zahra Behrouzazar, Deputy for Women's Affairs in the Islamic Republic of Iran, stated that women have been disproportionately affected by internet shutdowns and restrictions in Iran. According to her, these limitations have contributed to increasing inequality and widening the digital divide.

According to domestic media reports, on Tuesday, May 19, Behrouzazar said during a meeting with Communications Minister Sattar Hashemi that many women — particularly those involved in home-based businesses and online sales — have faced professional and economic difficulties as a result of internet restrictions.

She also warned about the proposed “Pro Internet” plan, saying that tiered access to the internet could deepen digital discrimination, as many women may not be financially able to access higher-quality internet services.

Behrouzazar added that continued restrictions could transform the internet from a tool for reducing social disparities into a factor that intensifies inequality, as access to high-quality internet becomes increasingly dependent on financial means, leaving many women deprived of educational, professional, and social opportunities.

The Islamic Republic has placed Iranian citizens under a digital lockdown since the beginning of the 40-day war and, according to government acknowledgments, internet access has reportedly been granted only to groups aligned with the government. Despite official statements, there is still no clear timeline for lifting the restrictions and restoring nationwide internet access.
